Firecracker Prohibition and Recent Developments
For the past four years, authorities had enforced a total prohibition on the distribution and bursting of fireworks during the Festival of Lights due to their substantial impact to the dangerous pollution that covers the city as winter begins.
Yet earlier this year, the newly elected local government approached the judicial authority to propose a relaxation of the restrictions.
Officials advocated for allowing "green crackers" – historically questioned by conservation groups as being only approximately one-third reduced emissions – as a balance between "tradition and public health".
Legal Decision and Enforcement
Despite concerns of environmental and health advocates, the court agreed to the appeal, stipulating that environmentally conscious fireworks could be used during specific periods throughout the Diwali.
Throughout the festival evening, there was extensive disregard of the time restrictions across the capital, with minimal enforcement regarding whether the fireworks being used were actually the eco-friendly variety.
Numerous monitoring devices throughout Delhi recorded pollution reaching highest levels around late evening to extremely hazardous measurements observed during Diwali in at least three years.
International Consequences
The proliferation of fireworks during Diwali also sparked a controversy with neighbouring the neighboring country, with officials in Pakistan's the Punjab region partially attributing worsening atmospheric conditions in their urban centers on pollutants coming from India following the celebrations.
Chronic Pollution Issue
Extremely elevated levels of pollution in the capital have remained as a serious problem for fifteen-plus years, with the problem showing no improvement.
During celebratory seasons, the concentration of toxic airborne contaminants in the air has been observed to shoot up to significantly exceeding the worst levels ever measured in Beijing, which was once viewed as the planet's dirtiest city.

The situation in Delhi is caused by a mix of different contributors including heavy vehicle emissions, airborne particles, construction activities, garbage fires and haze from crop residue ignition in adjacent states of farming communities.
Within these states, rural residents routinely ignite agricultural waste to clear them quickly, generating toxic smog that becomes contained over the capital as cooler air descends.

These hazardous conditions leads to elevated rates of nervous system, cardiovascular and respiratory conditions, and can potentially cause cancer.
Environmental contamination is projected to be accounting for approximately 10k early mortalities per year in Delhi.
